Caroline Achieng Oduor — I am an Advocate of the High Court of Kenya, Commissioner for Oaths and Notary Public, with over 20 years of comprehensive legal practice, and the Principal Partner at Caroline Oduor & Associates Advocates, a firm I founded in 2019 to deliver incisive, client-centred legal services.

My practice spans civil litigation, corporate and commercial transactions, legal and governance audit consultancy, public procurement, constitutional law, land and property, and international trade law. Beyond courtrooms and boardrooms, I serve as an Adjunct Lecturer in Civil Litigation at the Kenya School of Law, where I train the next generation of advocates.

I hold an LLM in International Commercial Law from the University of Salford (UK), an Advanced Diploma in International Trade Law from Lund University (Sweden in conjuction with TRAPCA), and an LLB (Hons) from the University of Nairobi — complemented by executive education at Harvard Law School.

LSK Nominee — The High-Level Committee to Implement the Court of Appeal Judgements on Tribunals

The Committee's mandate was to develop a framework for transitioning all tribunals into the Judiciary, primarily to implement the Court of Appeal judgments in Civil Appeal No. E416 of 2021 and Civil Appeal No. E081 consolidated with E165 of 2021. This involved interpreting the judgments to propose a transition roadmap, assessing staffing, infrastructure, budget and governance needs, engaging Parliament and the Attorney General on the Tribunals Bill, 2023, harmonizing tribunal administration and policies across the Judiciary, and reporting progress to the JSC and Chief Justice.

LSK Representative in the National Assessment of Kenya's Public Procurement and Asset Disposal System (MAPS II)

Represented LSK in the PPRA/National Treasury stakeholder consultations for the MAPS II assessment of Kenya's public procurement and asset disposal framework, evaluating the legislative, regulatory and policy framework with focus on legal practice, dispute resolution, institutional effectiveness and compliance. Helped identify systemic procurement governance challenges and recommended legal, policy and institutional reforms to improve transparency, accountability, efficiency and alignment with international standards.

LSK Representative — Kenya-Us Strategic Trade and Investments Partnership - Anti-Corruption Chapter Discussions

The meeting brought together key stakeholders in the Kenya-US Strategic Trade and Investment Partnership (STIP), ahead of further negotiations scheduled for February 2024 in Nairobi. Discussions covered progress across the 11 priority areas of mutual interest, including anti-corruption, agriculture, digital trade, environment and climate action, and MSMEs, among others.

LSK Ad hoc Committee on International Trade and Working Group on the Comprehensive Economic Partnership Agreement

The Committee submitted three memoranda on LSK's behalf: one to LSK itself (28 Apr 2023) on the UAE's legal services offer under the Kenya-UAE CEPA negotiations; one to the National Assembly's Trade, Industry and Co-operatives Committee (19 Apr 2024) on the Kenya-EU Economic Partnership Agreement negotiations; and one to the Defence, Intelligence and Foreign Relations Committee (29 Apr 2024) on the Treaty Making and Ratification (Amendment No. 2) Bill, 2024.

Institute of Certified Secretaries (ICS)

The Task Force reviewed nine Governance Standards (meetings, minutes, resolutions, records, and related matters) and four Governance Guidelines on ethics, the certified secretary role, and audit processes, along with core governance audit documents. It also formulated new standards on the Chairperson's role, risk governance, board induction, charters, and annual reports, plus guidance on conflicts of interest and practitioner work.

LSK Representative — Task Force on Citizenship & Related Provisions of the Constitution

Government of Kenya

Represented LSK on the Task Force reviewing immigration and citizenship statutes for alignment with the 2010 Constitution, identifying conflicts with Chapter Three and proposing amendments and new policy frameworks to anchor its provisions. The Task Force reviewed and updated draft national policies on citizenship and immigration, civil registration, registration of persons, and refugee affairs, and held public forums and stakeholder consultations to build consensus on the proposed bills and policies. It also commissioned research and studies benchmarked against international best practices to ensure Kenya's citizenship laws met global standards.
